Putnam City Schools is seeking a superintendent to replace Dr. Jim Capps, who is retiring June 30 after 31 years in the diPutnam City studentsstrict, nine years of which he served as superintendent.

Our Students
Putnam City’s 18,700 students receive an extraordinary, well-rounded education. Our composite ACT scores continue to rank higher than national or state scores, and over the years the district has produced more Academic All-Staters than any district in Oklahoma. In the last 21 years, 203 district students have been National Merit Finalists, one of the highest totals among state school districts. More than two-thirds of our graduates are college-bound, and our most recent graduating class earned more than $5.5 million in scholarships. Graduates find their education in Putnam City prepares them for college and life beyond.

Our Employees
Putnam City has 2,187 employees, including about 1,300 certified faculty members. Our teachers are known statewide and nationally for their innovative programs and sound teaching methods. Putnam City has had more Milken Award-winning teachers than any district in the state. Teachers feel a sense of pride and accomplishment teaching in Putnam City.

Our Facilities
Spread across 42 square miles, our 27 schools include 18 elementary schools, five middle schools, three high schools and one alternative high school. Our schools are well-maintained and friendly environments.

Points of Pride

  • Last school year 92 district students were named Oklahoma Academic Scholars by the Oklahoma State Department of Education. Putnam City, the state’s fifth-largest school district, had the third-highest number of Oklahoma Academic Scholars.
  • Each of the last two years more Putnam City students received the State Superintendent's Arts Awards of Excellence than from any other district in the state.
  • Putnam City has 61 nationally board certified teachers.
  • For 14 consecutive years, Putnam City Schools has been selected as one of the top school systems in the nation as a recipient of the SchoolMatch "What Parents Want Award."
  • Putnam City Schools was one of five school districts in the nation last school year to receive an award from Pearson School Systems for excellence in use of data to improve teaching and learning.
  • Students at Putnam City’s three high schools last year earned 2,311 hours of college credit and saved about $431,000 in college costs by taking advanced placement (AP) courses and passing AP tests.
  • Twelve district teachers earned National Board Certification this year, one of the top distinctions for quality in teaching. The district has had 61 teachers earn National Board Certification.
  • Since 1975, district students have raised more than $2.6 million for cancer research, helping the Oklahoma Medical Research Foundation acquire a vast array of sophisticated laboratory equipment, including centrifuges, microscopes and incubators. The donations have also established an endowed chair at OMRF, The Putnam City Schools Chair in Cancer Research.

Our Community
Putnam City Schools is an urban school district serving much of northwest Oklahoma City. While most of the district is situated within Oklahoma City limits, the communities of Bethany and Warr Acres are also within the school district boundaries.

Our Community Support
Outstanding support and involvement of our parents and local businesses has become a hallmark of Putnam City. Nearly 10 percent of the state's PTA members are Putnam City parents. Putnam City patrons volunteer 4.9 hours per student compared to 2.6 hours statewide.

The Putnam City Public Schools Foundation funds support revitalization of neighborhoods surrounding schools, grants for literacy and mathematics programs, recognition of excellence in staff, students and volunteers, and other programs. Since 1987 the Foundation has awarded more than $944,000 to enrich and enhance education in district classrooms.

Our Board of Education
Putnam City Schools is governed by an elected five-member board of education, with each member serving a five-year term. Current board members are:

Job Description

Qualifications

  • Holds Oklahoma Superintendent’s Certificate.
  • Doctorate degree preferred
  • Such other qualifications of academic, professional, and personal excellence as the Board of Education may specify.

Directly, or indirectly, every district employee.

Job Goal
To lead, guide, direct, and inspire every member of the administrative, instructional, and supportive services team in setting and achieving the highest standards of excellence, so that each individual student enrolled in our district may be provided with a complete, valuable, meaningful, and personally rewarding education.

Further, to oversee and administer the use of all district facilities, property, and funds with a maximum of efficiency, and concern for their impact upon each individual student’s education.

Performance Responsibilities

  • Attends or is represented and participates in all meetings of the Board, except when own employment or salary is under consideration.
  • Advises the Board of Education on the need for new and/or revised policies, maintains Board policy handbook and sees that all policies of the Board are implemented.
  • Supports Board policy and action to the public and staff.
  • Assists in preparing budget recommendations and implements the Board approved budget.
  • Prepares and submits to the Board recommendations relative to all matters requiring Board action, placing before the Board such necessary and helpful facts, information, and reports as are needed.
  • Prepares agenda for Board meetings.
  • Informs and advises the Board about the programs, practices, and problems of the schools, and keeps the Board informed of the activities operating under the Board’s authority.
  • Secures and nominates for employment the best-qualified and most competent teachers, supervisory, administrative and support personnel.
  • Assigns and transfers employees as the interest of the district may dictate, in accordance with Board policy and negotiated agreement, and reports such action to the Board for information and record.
  • Reports unsatisfactory performance of assigned duties by any district employee and recommends action as deemed appropriate.
  • Meets with teachers and other employees as deemed appropriate for the discussion of matters concerning the improvement and welfare of the schools.
  • Keeps the public informed about education trends.
  • Keeps the public informed about the policies and procedures of the district’s schools and the concerns encountered in their operation.
  • Delegates to other employees the exercise of any powers or the discharge of any duties with the knowledge of the delegation of such power or duty does not relieve the Superintendent of final responsibility for the action taken.
  • Keeps informed of modern educational trends by advanced study, visiting school systems elsewhere, attending educational conferences, and other means as appropriate, and keeps the Board, employees, and public informed of such trends.
  • Directs staff as appropriate on the maintenance of the school plant, the operation, safety and cleanliness of all physical school facilities and the upkeep of grounds and athletic playing fields.
  • Makes recommendations concerning the location of new school sites and additions to existing sites; the location and size of new buildings on school sites; the plans for new school buildings; all appropriations for sites and building; and improvements, alterations, and changes in the building and equipment of the district.
  • Directs staff as appropriate to continuously update all curriculum guides and course of study.
  • Recommends to the Board for adoption all courses of study, curriculum guides, and major changes in texts and time schedules to be used in the schools.
  • Submits to the Board a clear and detailed explanation of any procedure, which would involve either departure from established policy or the expenditure of substantial sums.
  • Maintains adequate records for the schools, including a system of financial accounts; business and property records; and personnel, school population and scholastic records.
  • Acts as custodian of all records, contracts, securities, documents, title papers, books of records, and other papers belonging to the Board.
  • Makes recommendation to the Board concerning the transportation of pupils in accordance with the law, Board policy and the requirements of safety.
  • Provides suitable policies and regulations to govern the use and care of school properties for school purposes.
  • Attends, or delegates a representative to attend all meetings of municipal agencies at which matters pertaining to the public schools appear on the agenda or are expected to be raised.
  • Develops goals yearly and gives copy to the Board.
  • Leads in developing and operating an adequate program of school and community affairs. Participates in community activities.
  • Understands and participates in negotiations as appropriate and advises Board negotiating team.
  • Recommends salary and wage schedules for the employees of the school system and when such schedules have been approved by the Board of Education, they shall be made effective by the Superintendent.
  • Communicates effectively to both small and large groups. Is able to face unpleasant and unexpected criticism with good manners, and is able to respond to criticism fairly but firmly.
  • Performs such other tasks as may from time to time be assigned by the Board.

Terms of Employment
Twelve-month year. Salary to be negotiated with the Board of Education.

Evaluation
Performance of this job will be evaluated semi-annually in accordance with provisions of the Board’s policy on Evaluation of the Superintendent.
