Meet Our Superintendent

Dr. Jim Capps was named Putnam City Schools superintendent on Sept. 7, 1999. A 39-year veteran of public education, Capps has served Putnam City in various roles for more than 30 years.

His tenure as superintendent has been marked by significant improvements in district facilities. Capps oversees bond projects approved by voters in September 2000, October 2003, October 2005 and March 2007. Capps also leads development of plans for school improvement stemming from the passage of the MAPS for Kids issue in November 2001. Passage of that issue will bring $45 to $50 million into the district for enhancements to school buildings, technology and equipment.

Before becoming superintendent, Capps worked as an assistant superintendent for 12 years, first overseeing the personnel department and then supervising operations. As assistant superintendent for personnel, Capps played a central role in the district’s transition from junior high schools to middle schools. In his capacity as Putnam City’s assistant superintendent for operations, Capps oversaw massive capital improvement plans during two successful bond issues.

He began his Putnam City career as a counselor at Putnam City West High School in 1977 before working as principal of Central Middle School from 1978 to 1987.

A product of Classen High School, Capps received his undergraduate and doctorate degrees from the University of Oklahoma. His master’s degree was earned at the University of Central Oklahoma.

A lifetime member of PTA, Capps is the 21st superintendent in the district’s storied history. The state’s fifth-largest district with more than 19,000 students, Putnam City is recognized as one of the premier school districts in Oklahoma. Its reputation for strong academic achievement and high parental involvement has made it a flagship district in the state.

In honor of his service to the district, the Putnam City Board of Education voted in January 2006 to rename Central Middle School in honor of Capps. The school is now known as James L. Capps Middle School.
