The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Tuesday, September 4, 2007 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, August 31, 2007 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #1 - Inspirational Message, Moment of Silence, and Pledge of Allegiance – melani mouse.

ITEM #2 – secondary testing presentation by melani mouse, assistant superintendent of secondary education.
melani Mouse, Assistant Superintendent of Secondary Education, presented an overview of secondary testing results. Dr. Mouse told board members that spring, 2007 test results, for the most part, show continued improvement in achievement, and most district averages exceed state averages.
Sixth grade students took state tests in reading and math. On reading tests, 81% of Putnam City 6th grade students scored satisfactory or advanced in 2007, compared to 86% in 2006. In math, 82% of Putnam City 6th grade students scored satisfactory or advanced in 2007, compared to 83% in 2006.
Seventh grade students took state tests in reading, math, and geography. In reading, 86% of Putnam City 7th grade students scored satisfactory or advanced in 2007, compared to 85% in 2006. The district’s current 86% mark is higher than the state’s 82% average. In math, 83% of Putnam City 7th grade students scored satisfactory or advanced in 2007, compared to 81% in 2006. The district’s current 83% mark is higher than the state’s 79% average. In geography, 86% of Putnam City 7th grade students scored satisfactory or advanced in 2007, which is the same average in 2006. The 86% mark is the same as the state average.
Eighth grade students took state proficiency tests in reading, math, science, history, and writing. In reading, 85% of district 8th grade students scored satisfactory or better, the highest ever. Five years ago, the figure was 80%. The state average is 85%. In math, 85% of 8th grade students scored satisfactory or better, the highest ever. Five years ago, the figure was 71%. The state average is 77%. In science, 90% of district 8th grade students scored satisfactory or better, the highest ever. Five years ago, the figure was 76%. The 2007 state average is 88%. In history, 84% of 8th grade students scored satisfactory or better, the highest ever. Five years ago, the figure was 53%. The state average for 2007 is 73%. In writing, 94% of 8th grade students scored satisfactory or better compared to 96% in 2006. The state average for 2007 is 92%.
End of Instruction Tests - Achievement by Putnam City high school students on state tests of proficiency in English II, Algebra I, Biology, and U.S. History, have shown steady gains over the last five years and are each at an all-time high. On English II tests, 81% of high school students scored satisfactory or advanced compared to 65% five years ago. The state average for 2007 is 75%. On Algebra I tests, 87% of high school and middle school students scored satisfactory or advanced compared to 23% five years ago. The state average is 76%. On Biology tests, 65% of high school students scored satisfactory or advanced compared to 48% five years ago. The state average is 55%. On U.S. History tests, 82% of high school students scored satisfactory or better, the highest ever. Five years ago, the figure was 77%. The state average for 2007 is 73%.

Dr. Jason Simeroth, Executive Director of Student Achievement and Assessment, told board members that ACT scores of the Putnam City’s 2007 graduates are higher than state averages in every area tested.
In English, the average score for 2007 for Putnam City students was 21.9 compared to a state average score of 20.5. In math, district students averaged 20.6 in 2007, compared to a state average of 19.8. In reading, district students averaged 22.3, compared to a state average of 21.3. In science, district students averaged 21.4, compared to a state average of 20.5.

ITEM #8 - Consideration of and vote on motion to approve revision of board policy ah – communication with board.
Sue Sullivan made a motion to approve the revision of Board Policy AH – Communication with Board. Gail LoPresto seconded the motion. Melinda Bookout suggested making an additional change in paragraph four. After discussion, it was decided to only make the one change (changing shall to may in paragraph one). ITEM # 9 – discussion on length of the school day and year.
Melinda Bookout reported information she learned at the Oklahoma School Board Association Conference a few weeks ago on length of the school day and year. Superintendent Sandy Garrett is asking legislators to examine the length of the school day. Melinda Bookout and Jerry Cramer stressed that Putnam City School District needs to be prepared and give their input on the issue.
ITEM #10 – SUPERINTENDENT’S REPORT.
· Putnam City Schools have been selected, by the U.S. Armed Forces (one of 50 schools in the U.S.) the only one in Oklahoma, to participate in Operation Caring Classroom. This event will include classroom activities for the week leading up to Veteran's Day (Nov. 5-9). There will be lesson plans, letter writing campaigns to troops and other ideas to use with our students.
· Congratulations to the Putnam City High School Spanish teacher, visiting his former school because he was told he would see a fellow teacher honored, was instead surprised to hear his own name called. Michael Kraus was named as Oklahoma's 2007 American Star of Teaching by the U.S. Department of Education.
· Thank you to LifeChurch for providing all of our students with backpacks and school supplies at Tulakes Elementary. We are thankful for their generosity as they intend for that gesture to be only the beginning.
· Congratulations to Western Oaks Middle School Art Teacher, Eric Lyons. The AP conference at the University of Tulsa had a bread sculpture contest sponsored by Panera Bread. Eric created sculpture made from bread of Marilyn Monroe. He creatively named it Marilyn Mon"roll" and received first prize.
· Congratulations to VSA's (Victory School of the Arts) Miles Yeung (PCO student) who placed 7th Overall for Mr. Teen Dance of America at the Dance Masters of America National Championship in New York City. Miles also placed 5th in Ballet and 6th in Jazz. We're so proud of you, Miles!
· Congratulations to Capps Middle School Assistant Principal April Grace who as a result of earning her doctorate is now "Dr. April Grace."
ITEM #11 – COMMENTS BY BOARD MEMBERS.
Sue Sullivan commented on Michael Kraus being named Oklahoma’s 2007 American Star of Teaching. She said it was neat to watch his reaction to the honor. His kids were speechless. She said Mr. Kraus has incredibly behaved students. Mrs. Sullivan thanked Jason Simeroth and Melani Mouse for their good news on testing.
Jerry Cramer also thanked Dr. Mouse and Dr. Simeroth for their presentations. He said he enjoyed the Oklahoma School Board Association Conference. He congratulated the people receiving honors on the superintendent’s report. He said he was sorry to hear about the death of Lois Thomas and said she had a long lasting impact on the district and community. Mr. Cramer also said he is proud of Putnam City North 2006 graduate Sam Bradford who is Oklahoma University football quarterback.
Melinda Bookout said she was also sorry to hear about the passing of Lois Thomas. She talked about the long lasting impact Mrs. Thomas had on our community. She said she enjoyed the Oklahoma School Board Association Conference, and it was interesting to hear from large and small districts. Mrs. Bookout thanked Dr. Capps for his report. She also thanked Dr. Mouse and Dr. Simeroth for their presentations.
Gail LoPresto thanked Dr. Mouse and Dr. Simeroth for their presentations. She said she was sorry she was not present to see Mr. Kraus receive his award. Mrs. LoPresto said she attended and enjoyed Putnam City West High School’s open house. She said she appreciated the way in which students and the district acknowledged the loss of a Putnam City West student and a Putnam City High School student.
Julie Jenison thanked Dr. Mouse and Dr. Simeroth for their presentations and said the test score results indicate teachers and administrators are doing the right things. She thanked Jennifer Strong for bringing the chocolate cake to the meeting.

ITEM #2 – elementary and secondary API presentation by sue kuntze, assistant superintendent of elementary education, and melani mouse, assistant superintendent of secondary education.
Sue Kuntze, Assistant Superintendent of Elementary Education, and melani Mouse, Assistant Superintendent of Secondary Education, presented overviews of Preliminary Academic Performance Index (API) scores for district schools.
Mrs. Kuntze and Dr. Mouse stressed that the scores are preliminary but encouraging. Final API scores will only be available after schools and the district have double-checked the data, appeals have been considered by the state, and the state has accepted final scores.
API is a numeric score, ranging from 0 to 1500 that indicates school performance based primarily upon state-mandated tests but also upon other contributing factors to a school’s education success. This year, the API target scores required for schools to make Adequate Yearly Progress (AYP) increased substantially. The target score for reading set by the state this year was 914, compared to 768 last year. The target score for math this year is 932, compared to 790 last year. By law, if a school as a whole, or if even one of 11 subgroups of students doesn’t meet API target scores on state tests, then the entire school does not meet AYP.
Mrs. Kuntze reported on preliminary API scores for elementary schools. Preliminary data shows total API scores increased at 12 elementary schools, while five others had scores well above the state’s target API score. The largest gain in the district was at Apollo Elementary, where this year’s total API of 1371 was more than 400 points above last year’s API of 913. The math API score at Apollo is 1390, compared to 936 a year ago, and the reading API score is 1465, just 35 points away from a perfect 1500 score and much higher than last year’s 907 API.
Preliminary data shows one elementary school did not make AYP. The reading API score of Hispanic students and math API score of ELL students at Central Intermediate School was below the state’s target scores. The district has appealed the ELL numbers. Because this is the first year for the school to not make AYP, the school will not be on the state’s list of schools in need of improvement.
Dr. Mouse reported that last year, every district middle school had their highest total API scores ever. This year, preliminary data shows two of the five middle schools again set new record high total API scores, while the other three middle schools showed a slight decline from last year.
Cooper Middle School’s total API is 1274 this year, compared to 1248 last year. Hefner Middle School’s total API is 1350, compared to 1340 last year. Western Oaks Middle School’s total is 1250, down slightly from last year’s 1263. Capps Middle School’s total API of 1187 is lower than last year’s 1222, and Mayfield Middle School’s 1174 is lower than last year’s 1236.
If preliminary data holds true, the only area in which any of the five middle schools will have failed to make AYP is the Hispanic reading rate at Mayfield Middle School. The target score is 914; the Hispanic reading rate at Mayfield is 852. Because this is the first year for the school to not make AYP, the school will not be on the state’s list of schools in need of improvement.
Preliminary data for high schools show them with their highest API scores ever. Each high school has not only its highest-ever total API score, but also their highest-ever API scores in reading and math.
Putnam City North’s total API is 1348 this year compared to 1272 last year. Putnam City High School’s total API this year is 1213, compared to 1110 last year. Putnam City West’s total API this year is 1164, compared to 1091 last year.
If final data ends up like preliminary data, the only area in which any of the three high schools will have failed to make AYP is the graduation rate at Putnam City West. Even that may change, since the district is appealing the state’s ruling.
ITEM #3 – presentation on adlai e. stevenson high school visit by high school principals.
dr. Don Wentroth, Dr. Brian Chastain, and Buster Meeks presented information on their visit in Spring, 2006 to Adlai Stevenson High School in Chicago, Illinois. Since the visit, the three high schools have implemented interventions practiced by Stevenson High School.
Among ideas gained and now implemented by Putnam City high schools are concepts for advisory, collaboration, and tutoring strategies such as Flexible Friday’s and Hang Time. Adlai Stevenson High School is the original Professional Learning Community under Richard DuFour’s leadership.

ITEM #8 - Consideration of and vote on approval of superintendent’s contract for the 2007-2008 school year.

Presently Dr. Capps is employed through June 30, 2008. The contract amount of $163,772.13 was approved at the August 13, 2007 Board Meeting.
ITEM # 9 – SUPERINTENDENT’S REPORT.
The Putnam City Foundation paid for and Steve Lindley created a very positive Putnam City information insert that will come out in the September 19th Daily Oklahoman. The 8-page
information insert was also given to realtors, and was sent home with elementary students to parents.
ITEM #10 – COMMENTS BY BOARD MEMBERS.
Sue Sullivan thanked all the presenters for the good information. She said it was easier to be positive to patrons whenever you had the information to share. Mrs. Sullivan said she really liked the Viking Creed that Lise Finley, Hefner Principal, shared during her inspirational message.
Jerry Cramer said he was very impressed with the presentations. He said administrators and teachers do an incredible job. Mr. Cramer also congratulated high school administrators on creation of common plan times. He said the implementation of programs gained from the
Adlai Stevenson visit was very impressive. Mr. Cramer said he applauds Dr. Capps and his administrative team.
Melinda Bookout thanked the presenters for all the information they shared. She thanked school and district administrators for digging through test results to make sure they are accurately included in API scores.
Gail LoPresto thanked the presenters and said she was impressed with the innovative methods employed in high schools to increase student achievement. She said she appreciated Steve Lindley and the work he did on the Putnam City news insert.
