The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, June 4, 2007 at 5:00 pm. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, June 1, 2007 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Julie Jenison, president; Gail LoPresto, vice-president; Sue Sullivan, Jerry Cramer, and Melinda Bookout, members; Superintendent Dr. Jim Capps; Debbie Baldwin, clerk; and others.
ITEM #1 - Inspirational Message, Moment of Silence, and Pledge of Allegiance – JOHN MURPHEY.
John Murphey, Putnam City North assistant principal, led in the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 – presentation of check to oklahoma medical research foundation for proceeds of the 2006-2007 cancer fund drive – patricia Hocker.
Patricia Hocker, Putnam City Cancer Fund Drive committee chair, presented a check for $116,781.99 to the Oklahoma Medical Research Foundation (OMRF). OMRF Development Director Meredith Miers expressed appreciation to Putnam City Schools for the generous donation.
Putnam City High School raised a district-high $32,420.07. Hefner Middle School led the middle schools by raising $6,500.00, and Lake Park Elementary School topped elementary schools by bringing in $8,000.00. Trophies were presented to principals of these schools.
The Putnam City Cancer Fund Drive was started in 1975 by Lois Thomas, then a teacher at Putnam City High School. Since that year, district students have donated more than $2.57 million to OMRF for cancer research. Because OMRF administrative costs are paid for by grants, 100 percent of funds raised by students go to cancer research.
Putnam City’s donations have purchased a vast array of sophisticated laboratory equipment, including centrifuges, microscopes, and incubators, and also established an endowed chair at OMRF, the Putnam City Schools Chair in Cancer Research. The Putnam City Schools’ Chair is held by OMRF scientist Linda Thompson, Ph.D., whose work helped create OmcoVue, the first genetic-based cancer risk test relevant to all women.

ITEM #7 - Consideration of and vote on motion to APPROVE 2007-2008 AGREEMENT WITH THE PUTNAM CITY FOUNDATION.

This is the annual renewal of the district’s contractual relationship with the Putnam City Schools Foundation. There are no changes from the 2006-2007 agreement.
ITEM #8 - Consideration of and vote on motion to approve THE RENEWAL OF AGREEMENT WITH CENTER FOR EDUCATION LAW FOR FY 2007-08 FOR THE DISTRICT’S LEGAL SERVICES.

ITEM #15 - Comments by Board members.
Sue Sullivan thanked teachers, administrators, and support personnel for their donations for cancer research. She said as a cancer survivor, she is very appreciative of all the cancer research as well as all of the donations.
Jerry Cramer expressed appreciation for Putnam City Schools’ donations to cancer research. He wished everyone a good summer.
Melinda Bookout wished everyone a good summer. She applauded high schools for staging graduation ceremonies that were truly ceremonies and rites of passage. She also congratulated administrative interns on their appointments.
Gail LoPresto said she especially appreciated the hard work of students at Lake Park Elementary, Hefner Middle School, and Putnam City High School for leading their divisions in the cancer fund drive.
ITEM #16 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO
EXECUTIVE SESSION FOR THE DISCUSSION OF EMPLOYMENT AND/OR ASSIGNMENT OF AN ELEMENTARY ASSISTANT PRINCIPAL PURSUANT TO 25 O.S. § 307 (B)(1).

ITEM #1 – CALL TO ORDER AND RECORDING OF MEMBERS PRESENT AND ABSENT.

ITEM #2 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE DECLARATION OF EMERGENCY AT WESTERN OAKS ELEMENTARY SCHOOL.
Julie Jenison asked Sue Kuntze, Assistant Superintendent of Elementary Education, to read the Declaration of Emergency and Resolution.
DECLARATION OF EMERGENCY AND RESOLUTION
WHEREAS, on or about June 18, 2007, Western Oaks Elementary School suffered significant damage from rain which entered the building where roof construction was taking place;
WHEREAS, school personnel have determined that significant recovery and repairs are needed to make the building useable, specifically the extraction of water from the building, furniture, fixtures, and equipment, textbooks and materials;
NOW THEREFORE BE IT RESOLVED, by District’s Board of Education:
1. That an emergency exists;
2. That it is necessary to undertake repairs to make the building usable;
3. That the Superintendent is hereby authorized to contract for the necessary recovery and repairs to Western Oaks Elementary School; and
4. That the notice and bid provisions of the Public Competitive Bidding Act shall not apply to the repairs which are necessitated by this emergency, in accordance with 61 O.S. § 130.
