BOARD OF EDUCATION REGULAR MEETING
Monday, April 2, 6 p.m.


The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 2, 2007 at 6:00 pm. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 30, 2007 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Julie Jenison, president; Sue Sullivan, Jerry Cramer, and Melinda Bookout, members; Superintendent Dr. Jim Capps; Debbie Baldwin, clerk; and others. Gail LoPresto was not present.

ITEM #1 - Inspirational Message, Moment of Silence, and Pledge of Allegiance – barbara gabel.

Kelly Suchy, Coronado Elementary principal, led in the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – performance by putnam city north jazz band.

Putnam City North Jazz Band, under the direction of Joel Illgen, performed for the board.

ITEM #3 – PUBLIC PARTICIPATION.

Two people addressed the board. Adele Dunn and Alisa Frost spoke concerning the resignation of Putnam City West High School girls’ basketball coach.

ITEM #4 – Consent Agenda: All of the following items, which concern reports and items of a routinE nature normally approved at board meetings, will be approved by one vote unless any board member desires to have a separate vote on any or all of these items. ITEM #11 – consideration of and vote on motion to approve contract for career and technology programs for the 2007-2008 school year. ($320,600)

Contract provides for continued funding for career and technology education programs currently offered in Putnam City Schools through the Oklahoma Department of Career and Technology.

ITEM #12 – consideration of and vote on motion to approve purchase of training registration interface. ($9,031, project 111)

Sue Sullivan made a motion to approve the purchase of Training Registration Interface. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; Jenison, aye.

This project is to develop a Training Registration application that will allow PC users to login and view available training opportunities. Users can sign up for training sessions as long as there are available slots. Administrative users will have the ability to login and add new courses with details, view various reports, and check past training sessions and mark user completion status.

ITEM #13 – consideration of and vote on motion to approve fiscal year 2007-2008 mutual cooperation agreement with oklahoma county.

Jerry Cramer made a motion to approve Fiscal Year 2007-2008 Mutual Cooperation Agreement with Oklahoma County. Melinda Bookout seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; Jenison, aye.

This agreement enables Oklahoma County to assist Putnam City School District with various projects, repairs, and construction. The county provides the manpower and equipment, and the district pays for materials only.

ITEM #14 – consideration of and vote on motion to approve a division order with baron exploration to receive payment of royalty interest for specified oil and gas production.

ITEM #15 – consideration of and vote on motion to approve contract with evelyn arroyo with a+RISE enterprises for professional development. ($13,387 Title II)

Melinda Bookout made a motion to approve contract with Evelyn Arroyo with A+RISE Enterprises for professional development. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; Jenison, aye.

Based on the No Child Left Behind Act of 2001, teachers who are providing English language learners with classroom instruction are required to be trained in techniques and instructional strategies geared toward second language acquisition and cross-cultural understanding. The RISE training will help them to meet such requirements.

ITEM #16 – consideration of and vote on motion to request maps funds to remodel science labs at putnam city west. ($782,750 – 24-257)

Jerry Cramer made a motion to request MAPS funds to remodel science labs at Putnam City West. Melinda Bookout seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; Jenison, aye.

The 2005 bond allowed for the remodel of science labs at Capps Middle School, Putnam City North High School, and Putnam City West High School. Due to the increase in material costs and the expansion of the projects, the bids submitted were considerably higher than projected. The MAPS funds will be used to supplement the remodel and refurbishment of Putnam City West High School science labs.

ITEM #17 – consideration of and vote on motion for dismissal of dell merryman from employment with the putnam city district.

Melinda Bookout made a motion for dismissal of Dell Merryman from employment with the Putnam City District. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; Jenison, aye.

ITEM #18 – SUPERINTENDENT’S REPORT.

· A $30,000 grant was awarded to Wiley Post from the Harris Foundation. Library Media Specialist, Karie Carpenter, submitted the technology grant which will provide 15 technology stations for teachers. The stations will include a laptop and projector to display lessons to the classroom.

· Putnam City North senior Ying Wang has been honored for her exemplary volunteer service with a President's Volunteer Service Award. The award, which recognizes Americans of all ages who have volunteered significant amounts of their time to serve their communities and country, was presented by the Prudential Spirit of Community Awards on behalf of the President’s Council on Service and Civic Participation.

· Lake Park teacher, Kelli Chastain will be awarded the 2007 Excellence in Education – Teachers Teaching Teachers Award at the OEA Awards Banquet.

· Putnam City High student, Maria Perez has been selected as the McDonald Latino Youth Leader of the Month and both Maria and the school will be featured on Cox cable channels.

· Putnam City West student, Jessica Sims won the Oklahoma Poetry Out Loud competition on March 7 and will go on to represent Oklahoma in Washington D.C. for national finals. Jessica won $200 and $500 went to West.

· Putnam City North student, Leah Marie Leger won first place in the Poster/Billboard contest and her winning entry will be displayed on billboards across Oklahoma City. The contest was sponsored by the Oklahoma City Mayor’s Committee on Disability Concerns for 2007 and billboard space was donated by Wal-Mart.

· Putnam City West student, Andrea Bryan is the recipient of the National Achievement Scholarship in the amount of $2,500.

· Twelve Putnam City students will be honored at the State Superintendent's Arts Awards of Excellence ceremonies on April 19 at the Scottish Rite Temple in Guthrie. In addition Putnam City High School art teacher, Marty Bernich will receive the State Superintendent Fine Arts Educator Award for Visual Arts.

· There will be a special board meeting Thursday, April 5, 2007 at 12:00 Noon to name the site, place, and date for sale of General Obligation Building Bonds.

ITEM #19 – COMMENTS BY BOARD MEMBERS.

Sue Sullivan congratulated students and teachers mentioned in the Superintendent’s Report. She said she enjoyed the Putnam City North Jazz Band performance. Mrs. Sullivan welcomed a young man from boy scouts who was attending the meeting and working on a merit badge.

Melinda Bookout said the performance by the Putnam City North Jazz Band was a wonderful treat. She wished them luck at an upcoming contest.

Jerry Cramer also said he enjoyed the Jazz Band. He said he was glad to hear about the teacher and student accomplishments from the Superintendent’s Report. He noted the award that Lake Park Elementary School teacher Kelli Chastain will soon receive, calling her a "remarkable teacher."

Julie Jenison said the Jazz Band did a great job on their performance. She welcomed the Boy Scout working on his merit badge. Mrs. Jenison announced the committees for the 2007-2008 school year.

ITEM #20 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING THE SUSPENSION OF A MAYFIELD MIDDLE SCHOOL STUDENT WHOSE PARENT REQUESTED THAT THE MATTER BE DISCUSSED IN EXECUTIVE SESSION PURSUANT TO 25 O.S. § 307 (B)(5).

There was no motion to enter into executive session because discussion was not needed regarding the appeal. Skip to Item #22.

ITEM #22 – CONSIDERATION OF AND VOTE ON MOTION TO AFFIRM, REVISE, MODIFY, OR TAKE ANY OTHER ACTION NECESSARY REGARDING THE LONG-TERM SUSPENSION OF A MAYFIELD MIDDLE SCHOOL STUDENT.

Mr. Stephen H. McDonald of Stephen H. McDonald & Associates, Inc. read the resolution for the sale of the $12,455,000 General Obligation Building Bonds.

Gail LoPresto made a motion to set May 1, 2007, at 12:00 noon, at the Putnam City Administration Board Room for the sale of the $12,455,000 General Obligation Building Bonds of the Putnam City School District voted and approved on March 6, 2007. Bettie Estes-Rickner, Director of Information Technology, read the proclamation declaring April, 2007 as School Library Media Month and April 15-21 as National Library Week in the Putnam City School District.

Mrs. Estes-Rickner recognized Library Media Specialists and Library Media Assistants. She presented board members and Dr. Capps with the book "Dear Miss Breed" by Joanne Oppenheim.

ITEM #3 – PRESENTATION OF THE PUTNAM CITY PUBLIC SCHOOLS FOUNDATION OUTSTANDING SUPPORT STAFF AWARDS – CAROLINE GIST.

Five support employees were honored by the Putnam City Public Schools Foundation with "Outstanding Support Staff" awards for the vital roles they play in the mission and operation of Putnam City Schools.

Recognized for their accomplishments were Sandy Adcox, attendance secretary at Overholser Elementary; Candy Milligan, principal’s secretary at Putnam City West High School; Milton Ridley, warehouse driver for the Department of Buildings and Grounds; Deanne Row, secretary for the executive director of Curriculum and Instruction; and Kim Smith, counselors’ secretary at Kenneth Cooper Middle School.

ITEM #7 – CONSIDERATION OF AND VOTE ON motion to approve agreement with all children together, inc. (act, inc.) to provide esy summer services for children with severe/profound/multiple disabilities.

Melinda Bookout made a motion to approve the agreement with All Children Together, Inc. (ACT, Inc.) to provide ESY summer services for children with severe/profound/multiple disabilities. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

The director and many of the employees of this non-profit corporation are Putnam City special education teachers during the regular school year. The children are for the most part multiple disabled or significantly disabled autistic or a combination of all three.

ITEM #8 –Consideration of and vote on motion to approve contract with mark mcleod for professional development june 21-22, 2007. ($5,100 – Title IIA)

Gail LoPresto made a motion to approve contract with Mark McLeod for professional development June 21-22, 2007. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

Mr. McLeod will be designing program materials and presenting a workshop entitled, "Effective Instruction, Classroom Management, and Student Motivation – The Keys to Raising Student Achievement."

item #9 – consideration of and vote on motion to approve the lowest bid for the voice over ip phone systems for the three high schools and capps middle school. (project 31-190)

Dr. Capps told the board that this item needed to be tabled and resubmitted at the next board meeting because the bids received were incomplete.

ITEM  #10 – consideration of and vote on motion to grant an easement to the city of bethany at western oaks elementary.

Sue Sullivan made a motion to grant an easement to the City of Bethany at Western Oaks Elementary. Melinda Bookout seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

Installation of a fire line and hydrant is necessary for the installation of the fire suppression system at Western Oaks Elementary.

ITEM  #13 – consideration of and vote on motion to approve agreement for bond counsel services with hilborne & weidman for the sale of building bonds. ($7,500)

Jerry Cramer made a motion to approve the agreement for Bond Counsel Services with Hilborne & Weidman for the sale of Building Bonds. Melinda Bookout seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

Hilborne & Weidman will provide all legal services for the proper issuance of such Bonds, including drafting the no-arbitrage certificate and assisting in preparing the notice of sale and bond resolution.

ITEM  #14 – superintendent’s report.

· Congratulations to the PC High Debate Team for arguing their way to a national qualification. The National Tournament will be held June 17-22 in Kansas.

· Congratulations to Dennis Elementary, Lake Park Elementary and Overholser Elementary. The district is stressing the importance of recycling and these three schools are doing their part. Dennis will receive $200, Lake Park $500 and Overholser won the contest this year and will receive $1000. Thanks to all the students, teachers and patrons that have participated in our collection of paper.

· Congratulations to the 92 students that have been named Oklahoma Academic Scholars by the Oklahoma State Department of Education. To be eligible, a student must maintain a 3.7 grade point average and at least a 27 on the ACT.

· A reminder that the annual State Superintendent Awards for Arts Excellence will be Thursday, April 19. Twelve high school students as well as PC High teacher, Marty Bernich, will be honored at this event.

· The annual Putnam City Job Fair will be held tomorrow, April 17, from 2-7 p.m. All prospective teachers are invited to attend.

· Changes in administration at three high schools will be made for the 2007-2008 school year. Brian Finley, currently an assistant principal at Putnam City West High School, will become an assistant principal at Putnam City High School. ReJeana Payne, an assistant principal at Putnam City North High School, will take the same position at Putnam City West. The administrative intern position at Putnam City High School will be moved to Putnam City North.

ITEM  #15 – board comments.

Sue Sullivan noted today’s tragedy in Virginia, and thanked everyone in the district who helps keep students safe. She congratulated the employees receiving the Outstanding Support Staff awards and thanked all support staff for all they do to make schools successful. She said she really enjoyed the Foundation Banquet.

Jerry Cramer thanked the Foundation and Caroline Gist for the Support Staff awards and the banquet. He said he extends his sympathy to the people in Virginia who are coping with today’s tragedy. Mr. Cramer congratulated Bettie Estes-Rickner for her award and thanked her and John McGrath.

Melinda Bookout said Bettie Estes-Ricker’s recent selection as one of Oklahoma’s 100 Library Legends was well-deserved. She said she appreciates the support of the Foundation and how much it means to the district.

Gail LoPresto congratulated the support staff receiving awards. She congratulated Bettie Estes-Rickner on her award. Mrs. LoPresto also said she enjoyed the Foundation Banquet.

Julie Jenison also congratulated Bettie Estes-Rickner on the recent honor of one of Oklahoma’s 100 Library Legends. She also congratulated those receiving the Outstanding Support Staff awards.

ITEM  #16 – consideration of and vote on motion to enter into executive session for the purpose of discussing the appointment of an assistant principal at hefner middle school and for discussing a new position of a professional development facilitator in the curriculum department for the 2007-2008 school year pursuant to 25 o.s. § 307 (B)(1).

Melinda Bookout made a motion to enter into executive session at 6:45 p.m. for the purpose of discussing the appointment of an assistant principal at Hefner Middle School and for discussing a new position of a professional development facilitator in the Curriculum Department for the 2007-2008 school year pursuant to 25 O.S. § 307 (B)(1). ITEM #17 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

Gail LoPresto made a motion at 7:10 p.m. to return to open session and to request the Board Clerk to record the minutes of the executive session. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

MINUTES OF THE EXECUTIVE SESSION: Board President Julie Jenison, Vice President Gail LoPresto, and members Melinda Bookout, Sue Sullivan, and Jerry Cramer; Superintendent Dr. Jim Capps; and Laura Holmes, attorney, met in executive session for the purpose of discussing the appointment of an assistant principal at Heffner Middle School and for discussing a new position of a professional development facilitator in the Curriculum Department for the 2007-2008 school year pursuant to 25 O.S. § 307 (B)(1).

No action was taken.

ITEM #18 – CONSIDERATION OF AND MOTION TO APPOINT AN ASSISTANT PRINCIPAL AT HEFNER MIDDLE SCHOOL FOR THE 2007-2008 SCHOOL YEAR.

Dr. Capps said the administration recommends the appointment of Adrienne Hauck as assistant principal at Hefner Middle School.
