BOARD OF EDUCATION REGULAR MEETING
Monday, April 3, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 3, 2006 at 6:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 31, 2006 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Gail LoPresto, president; Sue Sullivan, vice president; Julie Jenison, Jerry Cramer, and Melinda Johnson, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – WES PHILLIPS.

Wes Phillips led in the Inspirational message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – PERFORMANCE BY WINDSOR HILLS ELEMENTARY DRUMLINE.

The Windsor Hills Elementary Drumline under the direction of Wes Phillips performed for the Board, administrators, and patrons.

ITEM #3 – RECOGNITION OF THE PUTNAM CITY HIGH SCHOOL BOYS’ BASKETBALL TEAM, STATE CHAMPIONSHIP WINNERS.

Coach A. D. Burtschi introduced members of the Boys’ Basketball team who recently won the 6A State Championship.

ITEM #4 – PRESENTATION OF THE PUTNAM CITY PUBLIC SCHOOLS FOUNDATION OUTSTANDING SUPPORT STAFF AWARDS.

Caroline Gist, Director of the Putnam City Foundation, Brian Gibbs, Foundation member, and Gail LoPresto, Putnam City Board President, honored five district employees with "Outstanding Support Staff" awards. Recognized for their accomplishments were Shemeca Biglow, a custodian at Kirkland Elementary School; Allison Brewer, a special education paraprofessional at Western Oaks Middle School; Denise Ruth, a media assistant at Western Oaks Elementary School; Barbara Skinner, the attendance secretary at Putnam City High School; and Venita Springfield, a media assistant at Lake Park Elementary School.

Award winners were nominated by co-workers for the vital roles they play in the mission and operation of district schools.

ITEM #5 – CONSIDERATION OF AND VOTE ON APPROVAL OF PROCLAMATION FOR SCHOOL LIBRARY MEDIA MONTH AND NATIONAL LIBRARY WEEK – JOHN MCGRATH AND BETTIE ESTES-RICKNER.

John McGrath, Multimedia Specialist, read the School Library Media Month proclamation. In the proclamation, April, 2006 is proclaimed School Library Media Month and April 2 – 8 as National Library Week in the Putnam City District. Sue Sullivan made a motion to approve the proclamation for School Library Media Month and National Library Week. Julie Jenison seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

Bettie Estes-Rickner read the book "Wild About Books" by Judy Sierra and then gave a book to each board member.

ITEM #10 – CONSIDERATION OF AND VOTE ON CREATION OF A NEW POSITION, ELEMENTARY MATH INSTRUCTIONAL FACILITATOR. (TITLE II FUNDS)

Sue Sullivan made a motion to approve a new position, Elementary Math Instructional Facilitator from Title II funds. Melinda Johnson seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

The new position is being created to provide additional support for elementary teachers in the area of mathematics. Grades K through 12 are currently being served by one curriculum specialist in spite of the increasing accountability associated with NCLB and state testing.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE AGREEMENT WITH ALL CHILDREN TOGETHER, INC. TO PROVIDE ESY SUMMER SERVICES FOR CHILDREN WITH SEVERE/PROFOUND/MULTIPLE DISABILITIES.

Julie Jenison made a motion to approve agreement with All Children Together, Inc. to provide ESY summer services for children with severe/profound/multiple disabilities. Melinda Johnson seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

The purpose of the agreement is to provide ESY summer services for children with disabilities.

ITEM #12 – CONSIDERATION OF AND VOTE ON RECOMMENDATION FOR POLICY REVISION FOR DISTRICT POLICY BQ – DISTRIBUTION OF MATERIALS.

Jerry Cramer made a motion to approve recommendation for a policy revision for District Policy BQ – Distribution of Materials. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

Policy revision directly addresses the ability of PTA, Putnam City Public Schools Foundation, booster clubs, and government agencies (such as public libraries) to distribute materials.

ITEM #13 – CONSIDERATION OF AND VOTE ON LOW BID SUBMITTED BY AXTELL ROOFING FOR THE ROOF REPAIR/REPLACEMENT AT THE MAINTENANCE BUILDING. ($44,450.00 FROM 2003 BOND 38-253)

Julie Jenison made a motion to approve the low bid submitted by Axtell Roofing for the roof repair/replacement at the Maintenance Building. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #14 – SUPERINTENDENT’S REPORT.

· Jan Kimzey, Putnam City Academy teacher, was selected as the winner in the high school category for the Excellence in Science and Mathematics Teaching Award sponsored by the Oklahoma City Chapter of the Armed Forces Communications and Electronics Association at Tinker Air Force Base. This award celebrates engineering and real life concepts made applicable in the math classroom. She will be honored at a luncheon and receive $500 for her classroom.

· Coronado 2nd grader, Victoria Stover, is the first place winner for the state second grade poster competition for the Oklahoma Poison Prevention Contest. This week is Poison Prevention Week. Victoria will get to go to the Capitol to be honored. They will get to meet the Governor and be able to tour the Oklahoma Poison Prevention Center.

· Taylor Woodard, Central Intermediate 5th grader, has been selected from over 2,000 entries across the United States as 1 of the 10 Box Tops for Education Kids' Caucus Essay Consent Grand Prize Winners. She and her mom have won a trip to attend the Box Tops for Education Kids' Caucus event in Washington D. C. In addition, the school has received a check for $1,000 to enhance parent involvement in education at Central Intermediate.

· The Putnam City Academy has won a grant from the National Endowment for the Humanities, in collaboration with the American Library Association to present the We the People Bookshelf. The program encourages young people to read classic books and explore themes in American history and culture. The Academy will receive books and promotional materials.

· Three Overholser 3rd grade students were winners in the Sound Images art contest sponsored by the OKC Orchestra League and their work will be displayed at the Civic Center beginning April 9th. This contest is open to 3rd graders.

· Also, an Overholser 5th grader, Alisha Mains, had her work selected to hang in a special exhibit at the office of Sandy Garrett, State Superintendent of Education, as part of the Superintendent's Elementary Showcase sponsored by the Oklahoma Art Education Association.

· Two teams from Putnam City West participated in the 1st Biotech Rodeo at OKCCC Saturday, March 25, 2006. One team participated in the Pro Category and had to solve a mystery using DNA from Egyptian mummies to determine the identity of an unknown mummy. They placed 2nd in the competition, missing a tie for 1st place by only ½ point. The students took 2nd and 4th places in a micropipette skills test and received Harkins Theater $25 gift cards, T-shirts, and lab coats. Two students also competed in the Amateur Category and had to solve a mystery about the age and origin of a mummy using dye patterns. They missed 1st place by just 1 point.

· Jon Bielich, stage craft and design teacher at Putnam City High, received $3,950.00 from the Oklahoma Foundation for Excellence Foundation teacher fund. He will be using this money to attend two nationally recognized workshops in New York City taught by Broadway and film professionals. This is an incredible honor, and Jon is the first teacher from Oklahoma to attend these workshops.

· Two Putnam City North students, Mark Deimund and Isaac Freeman, have been named to the 2006 Academic All-State Class by the Oklahoma Foundation for Excellence. In the 19 years of Academic All-Staters, 96 have been Putnam City students, which is more than any school system in the state. Each of this year’s All-Staters will receive a $1,500 scholarship, a medallion and a commemorative plaque. The All-Staters will be recognized at the foundation’s 20th annual Academic Awards Banquet on Saturday, May 20, at the Renaissance Hotel and Convention Center in Tulsa.

· Twelve Putnam City High students were selected to attend this year's Multicultural Institute at the University of Central Oklahoma for winning the UCO's Multicultural Institute's essay contest. Their essays focused on the importance of Multicultural Education in the 21st century.

· Lori Bradley, Library Media Specialist at Putnam City Academy and Strive, has been awarded a $500 grant from the Oklahoma Department of Environmental Quality. The money will be used to create a "landscaped landing" at the entrance of Putnam City Academy.

· The Putnam City Board of Education will receive the State Superintendent's Arts Awards of Excellence sponsored by the Oklahoma Alliance for Education and the State Department of Education. The award will be presented 7:00 p.m. on April 20th at the Scottish Rite's Temple in Guthrie. Congratulations also go to Patricia Hocker, Windsor Hills principal, who will be honored as the outstanding Elementary Principal. This ceremony showcases seniors each year who have excelled in their Fine Arts of choice, academic achievement and community service. A total of 10 seniors from the Putnam City District will be honored in their various disciplines.

· The National Achievement® Scholarship Program has announced that Andeneshea Kemp of Putnam City North High School and Erica Slates of Putnam City High School are two of more than 800 high school seniors nationwide who have won 2006 Achievement Scholarship awards. The students will each receive a $2,500 scholarship that may be used for undergraduate study at any regionally accredited U.S. college or university of their choice. The National Achievement Program, a privately financed, academic competition, was established in 1964 specifically to honor scholastically talented Black American youth and to provide scholarships to a substantial number of the most outstanding participants in each annual competition.

· Congratulations to Brian Chastain who recently completed his doctor’s degree.

ITEM #15 – COMMENTS BY BOARD MEMBERS.

Sue Sullivan complimented the district’s library media specialists on the door decorations in the administration building. She also thanked Wes Phillips and the Windsor Hills drumline for performing at the meeting. Mrs. Sullivan congratulated Putnam City High School boys’ basketball team for their state championship.

Jerry Cramer also congratulated Putnam City High School boys’ basketball team. He thanked Bettie Estes Rickner for the book "Wild About Books" by Judy Sierra which was presented to board members as part of Library Media Month in Putnam City. Mr. Cramer also praised the district’s support staff for their efforts.

Melinda congratulated everyone in the Superintendent’s report as well as the support staff receiving awards.

Julie Jenison said it was impressive to hear all the accomplishments of students and staff. She also thanked the district for the opportunity to attend the Urban Schools Conference over Spring Break, saying it was a great learning experience. She said she is proud of the district and feels we are on the right track. Mrs. Jenison thanked Dr. Capps for lending her a book about Mr. Putnam. She said she just finished the book, and it was very interesting.

Gail LoPresto congratulated everyone. She thanked arts specialist, Barbara Gabel, for coordinating the district’s outstanding fine arts program.

ITEM #16 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF (1) DISCUSSING THE RENEWAL EMPLOYMENT FOR CERTIFIED ADMINISTRATORS AS LISTED ON ATTACHMENT C FOR THE 2006-2007 SCHOOL YEAR PURSUANT TO 25 O.S. §307 (B)(1) AND (2) HAVING CONFIDENTIAL COMMUNICATIONS WITH LEGAL COUNSEL REGARDING A PENDING CASE PURSUANT TO 25 O.S. §307 (B)(4).

Sue Sullivan made a motion at 6:54 p.m. to enter into executive session for the purpose of (1) discussing the renewal employment for certified administrators as listed on Attachment C for the 2006-2007 school year pursuant to 25 O.S. §307 (B)(1) and (2) having confidential communications with legal counsel regarding a pending case pursuant to 25 O.S. §307 (B)(4). ITEM #17 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

Julie Jenison made a motion at 7:45 p.m. to return to open session and to request the board clerk to record the minutes of the executive session. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

Bettie Estes-Rickner led in the Inspirational message, Moment of Silence, and Pledge of Allegiance. She announced that there would be an open house at the new technology facilities at the Putnam City Center. Other offices were open as well for everyone to visit.

ITEM #2 –PRESENTATION BY M. L. YOUNG CONSTRUCTION COMPANY.

Dan Luttrel1 of M. L. Young Construction Company presented a trophy to the board. The trophy was given to M. L. Young Construction Company by The Associated General Contractors of America for excellence in construction in the upgrade of Putnam City Stadium. Mr. Luttrell thanked the board for allowing M. L. Young Construction Company to be part of the project.

ITEM #3 – PUBLIC PARTICIPATION.

Alice Campbell and Linda Melders, parents of district high school students, and Shawn Lyn Bostick, a district German teacher, spoke in favor of retaining the German program at district high schools.

ITEM #4 – CONSENT AGENDA: All of the following items, which concern reports and items of a routine nature normally approved at board meetings, will be approved by one vote unless any board member desires to have a separate vote on any or all of these items. The consent consists of the discussion, consideration, and approval of the following items:

Board members discussed student absences. Sue Sullivan said activity absences over 10 (which are allowed by the state) were not beneficial to students. Time in the classroom is very important for student success.

ITEM #6 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE RECOMMENDATION FOR THE 2006-2007 NEGOTIATING TEAM.

ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOW BID BY HARDESTY TEAM FOR THE HVAC REPLACEMENT AT ONE SITE. ($358,043.00 FROM 2000 BOND 34-259)

Sue Sullivan made a motion to approve the low bid by Hardesty Team for the HVAC replacement at Central Middle School. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

The 2000 Bond issue allowed for the HVAC replacement at several sites.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE MAPS FOR KIDS PROJECT FOR INSTALLATION OF ARTIFICIAL TURF AT THE THREE HIGH SCHOOLS. ($2,700,000.00 FROM FUND 24)

Julie Jenison made a motion to approve MAPS for Kids project for the installation of artificial turf at the three high schools. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, nay.

This project consists of the installation of an artificial turf football field at Putnam City West and Putnam City North. This would include inlaid field markings for the boundaries, yard line markers, hash lines, yard line numbers, and end zone lettering. This project would also provide the Putnam City High School baseball and softball field with artificial turf, inlaid field markings for the base lines, batter boxes, and coaches’ boxes.

ITEM #9 – SUPERINTENDENT’S REPORT.

· Jennifer Owens, Putnam City West teacher, just received the news that she is one of 26 teachers nationwide to be accepted to the National Institute for the Teaching of Shakespeare. She will spend a month this summer in North Hampton, MA at Smith College working on lesson plans, intense study and performance, which is all paid by the National Endowment for the Humanities.

· Also at Putnam City West, senior Alli Ward is the state winner of the Poetry Out-Loud National Recitation Contest sponsored by the National Endowment for the Arts, winning $200 for herself and $500 for her school. As state winner, she will represent Oklahoma in the national finals in Washington, D.C. competing for a $20,000 scholarship.

· Eleven teams of Putnam City bus drivers competed at the State School Bus Safety competition consisting of written and driving skills tests. The team winning 1st Place Team award was Robby Holzberger, Donnie Ryan, Steve Soper, Darryl Parker and Matt Brown (alternate driver).

· Five more teachers have received grants to attend summer workshops from the Oklahoma Foundation for Excellence Foundation teacher fund. Dana Barden of Apollo, will be attending the Rainforest Workshop in Lima, Peru; Marvin Lee of Harvest Hills & Melissa Lanman of Central Intermediate will go to Auckland, New Zealand to study environmental issues; and Susan McLemore of Downs & Karen Kobs from Harvest Hills are attending the Adventure Down-Under in Sydney, Australia.

· As a centennial project, The Oklahoma Library Association recently identified 100 librarians from as far back as 1890 as being "Oklahoma Library Legends." From among the thousands of those who were considered for having done great things for library programs in Oklahoma, Putnam City has two of the 100 honored as Oklahoma Library Legend. They are Bettie Estes-Rickner and Gerry Willingham, who retired in the early 1990s, for their work at the district, state and national levels that led to the improvement of school libraries in Oklahoma. Congratulations to these two fine educators.

· Welcome back to Randy Rader who will be replacing Phyllis Harris who is retiring at Northridge Elementary.

ITEM #10 – COMMENTS BY BOARD MEMBERS.

Sue Sullivan said it will be good to have Randy Rader back from his military commitment and serving as an elementary principal again. She wished Northridge Elementary Principal Phyllis Harris an enjoyable retirement. She said she enjoyed the Foundation Banquet. She praised the district’s OPAT and Even Start program for the "absolutely incredible" things they do. She also thanked the parents and teachers who spoke to the board about the German program.

Jerry Cramer said the Foundation Banquet is one of the highlights of the year for him. He said students cannot count on his approval of requests for absences above the 10 absences allowed each year. He said students need to be in class and must make better choices about how to use their time.

Melinda Johnson said she favors limiting absences from class, and also favors creation of district policy that includes grade point requirements for appeals for more absences. She said more board dialogue on the matter is necessary. She congratulated Bettie Estes-Rickner on being named one of Oklahoma’s 100 Library Legends.

Julie Jenison said she favors creation and adherence to a policy limiting student absences. She thanked Caroline Gist for all the hard work getting ready for the Foundation Banquet. She said Putnam City School District is changing from suburban to urban, and she is proud of our district for continuing the vision for what is best for all kids.

Gail LoPresto said she is inclined to follow administrative recommendations about allowing students absences above the 10 allowed each year. She said she enjoyed the Foundation Banquet and was glad it was back at the Cowboy Hall of Fame this year.

Julie Jenison made a motion at 7:05 p.m. to enter into executive session for the purpose of discussing the appointment/employment of personnel to fill vacant assistant principal positions for the 2006-2007 school year pursuant to 25 O.S. §307 (B)(1).
