March 2006



BOARD OF EDUCATION REGULAR MEETING
Monday, March 6, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, March 6, 2006 at 6:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 3, 2006 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Gail LoPresto, president; Sue Sullivan, vice president; Julie Jenison, Jerry Cramer, and Melinda Johnson, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BARBARA GABEL.

Barbara Gabel led in the Inspirational message and Pledge of Allegiance.

ITEM #2 – PERFORMANCE BY PUTNAM CITY NORTH HIGH SCHOOL STUDENT.

The performance by the Putnam City North student was cancelled.

ITEM #3 –CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE PROCLAMATION DECLARING MARCH YOUTH ARTS’ MONTH IN PUTNAM CITY SCHOOLS – BARBARA GABEL.

Barbara Gabel read the proclamation declaring March Youth Arts’ Month in Putnam City Schools.

Sue Sullivan made a motion to approve the proclamation declaring March Youth Arts’ Month in Putnam City Schools. Julie Jenison seconded the motion. Vote: Cramer, aye; Johnson, abstain; Jenison, aye; Sullivan, aye; LoPresto, aye.

Youth Arts’ Month has been promoted since 1961 by the National Art Education Association and sponsored by the Oklahoma Art Education Association. It has been a special time annually in March to celebrate the existence of arts’ programs within the schools where they are flourishing, and advocate for the need of programs to be placed in schools where students are not exposed to the best experience of education itself. The proclamation recognizes the importance of fine arts in education and identifies arts as "necessary for the full development of all students."

As part of Youth Arts Month, Sydnie Fleming, a third-grade student from Harvest Hills Elementary donated a piece of her artwork for permanent display in the district.

ITEM #4 – PRESENTATION BY FRANCIS TUTTLE TECHNOLOGY CENTER.

Gail LoPresto introduced Dr. Kay Martin, Francis Tuttle Technology Center Superintendent, who gave a presentation to update board members on the Partnership in Education between Putnam City and Francis Tuttle.

As a result of the partnership, student benefits include college credit while in high school, college or job prep (or both), free online course access, and soft skills, leadership, and entrepreneurship training. Francis Tuttle opened a Reno Campus to accommodate students on the south end of the Putnam City district as well as Western Heights’ students. This year, a total of 514 Putnam City Students are enrolled in courses at Francis Tuttle Technology Center. Ninety of those students are enrolled in Project HOPE which is a drop-out recovery program where students spend all day at Francis Tuttle. Forty-six are enrolled in the Pre-Engineering Academy.

In addition to these benefits, Francis Tuttle offers free online learning courses for Putnam City school staff and board members (more than 1,200 to choose from). They now house a Pre-K and childcare program.

Takota Williams, a Putnam City West student enrolled at the Reno Campus in the Architecture and Construction Academy was introduced, and she told board members that she wants to be a remodeling contractor. Mary Collins, a Putnam City High School student enrolled at the Rockwell Campus in the Desktop Publishing program told board members she is interested in pursuing a career in Graphic Design.

ITEM #5 - PUBLIC PARTICIPATION.

There was no public participation.

ITEM #6 – CONSENT AGENDA: ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS. THE CONSENT CONSISTS OF THE DISCUSSION, CONSIDERATION, AND APPROVAL OF THE FOLLOWING ITEMS:

ITEM #7 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

Julie Jenison made a motion to approve employment of new personnel as listed on Attachment A. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, abstain; Jenison, aye; LoPresto, aye.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOW BASE BID FROM SUPERIOR FENCE TO REPLACE THE FENCE AT THE PUTNAM CITY STADIUM. ($108,935.00, 2003 BOND 34-000)

Sue Sullivan made a motion to approve the low base bid from Superior Fence to replace the fence at the Putnam City Stadium. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

The recent investments in this facility require utmost security measures, which this fencing will provide. Also, aesthetically, this addition will enhance the appearance of the stadium.

ITEM #9 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF DATES AND PROGRAMS FOR 2006 SUMMER SCHOOL FOR HIGH SCHOOL, MIDDLE SCHOOL, AND ELEMENTARY SCHOOL.

Jerry Cramer made a motion to approve the recommendation of dates and programs for 2006 Summer School for high schools, middle schools, and elementary schools. Julie Jenison seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, abstain; Jenison, aye; LoPresto, aye.

Counterpoint – provides opportunities for talented students in Putnam City Schools to work with professionals in the performing arts areas

ITEM #10 – SUPERINTENDENT’S REPORT.

· Sharif Soliman, Coronado 4th grader, is the Region 15 Pee Wee Spelling Bee Runner-up. He will get to compete in the State Pee Wee Spelling Bee this Saturday at The Oklahoman.

· Also at Coronado Elementary, 2nd grader Victoria Stover, won 1st prize in the state with her poison prevention poster. The competition included 1st through 5th grade entries. She and her teacher, Mrs. Parker, have been invited to the state capitol to meet the governor and tour the poison control center!

· The Hefner 7th & 8th grade orchestra participated in the OSSAA District 14 Orchestra Contest. They were awarded the highest rating of superior (I) in performance as well as sight-reading.

· Congratulations are in order for all the Hefner PEAK students, coached by Ann Chesney and Barbara Fowler, who participated in the Cougar Challenge February 23 in Moore. The 8th grade team won 1st place. Seventh grade team II won 2nd place, and team I placed 4th.

· Captain Bill Pierce, a journalism teacher at Putnam City High, was recently named the 2005 507th Air Refueling Wing Company Grade Officer of the Year. Award recipients were selected based on individual achievement in the areas of leadership, job performance, significant self-improvement and community involvement.

· Claudia Williamson, Putnam City High student, recently was named Miss Black Oklahoma City.

· Congratulations to Putnam City High for being the State Champion in the high school division of the Science Olympiad. Jenna Boone & Joanne Peterson are the coaches. Also congratulations to Mayfield Middle School, coached by Patti Walker, for being State Champion in the middle school division. Both teams will go to the University of Indiana for the national competition this summer.

· Two Putnam City West High School graduates, Monica Dudley and Miriam LoPresto, have been named "seniors of significance" at Oklahoma State University.

ITEM #11 – COMMENTS BY BOARD MEMBERS.

Sue Sullivan encouraged everyone to vote in the upcoming bond election. Every vote counts. She thanked Lee Ann Teasley and Overholser Elementary teachers for inviting her to the school’s closing ceremonies for their Reading Olympics. She also thanked two Boy Scouts in the audience for attending the meeting.

Jerry Cramer noted the accomplishments of students in arts, academics, athletics, and at Francis Tuttle Technology Center, and said district students were fortunate to have such a well-rounded program available to them. He thanked Harvest Hills Elementary student Sydnie Fleming for donating a piece of art to the district.

Melinda Johnson thanked Francis Tuttle students Dakota Williams and Mary Collins for sharing their thoughts about opportunities they receive at Francis Tuttle and in Putnam City high schools. She also thanked Arts Specialist Barbara Gabel for updating the board about the accomplishments and activities of the district’s art program.

Julie Jenison joined Sue Sullivan in thanking Overholser for the opportunity to see and participate in the school’s Reading Olympics event. She said she was in awe at the talent on display in musicals at the three district high schools over the weekend. She said all three productions were well attended and served to bring the community together.

Gail LoPresto joined Julie Jenison in expressing appreciation for the high school productions, saying the plays she saw, Beauty and the Beast at Putnam City West and Fiddler on the Roof at Putnam City High School, were outstanding. She thanked the Foundation and district staff for sponsoring the recent Teacher of the Year event and noted that it is an important night for the district. She also thanked the district for providing an excellent education for her children.

Mrs. LoPresto named board members serving on committees for 2006. They are Sue Sullivan and Jerry Cramer serving on the Human Resources Committee, Julie Jenison and Melinda Johnson serving on the Finance Committee, Julie Jenison and Gail LoPresto serving on the Buildings Committee, Gail LoPresto and Melinda Johnson serving on the Technology Committee, and Jerry Cramer and Sue Sullivan serving on the Curriculum Committee.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING THE RENEWAL EMPLOYMENT OF THE SUPERINTENDENT’S STAFF FOR THE 2006-2007 SCHOOL YEAR, WHICH INCLUDES BETTIE ESTES-RICKNER, MIKE FRY, GLEN KASTNER, JASON SIMEROTH, SUE KUNTZE, DR. ANN MILLERBORG, DR. MELANI MOUSE, AND STEVE MYERS.

Julie Jenison made a motion at 7:00 p.m. to enter into executive session for the purpose of discussing the renewal employment of the Superintendent’s Staff for the 2006-2007 school year, which includes Bettie Estes-Rickner, Mike Fry, Glen Kastner, Jason Simeroth, Sue Kuntze, Dr. Ann Millerborg, Dr. Melani Mouse, and Steve Myers. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

Sue Sullivan made a motion at 7:23 p.m. to return to open session and to request the Board Clerk to record the minutes of the executive session. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

MINUTES OF THE EXECUTIVE SESSION: Board President Gail LoPresto, Vice President Sue Sullivan, and members Jerry Cramer, Melinda Johnson, Julie Jenison, and Superintendent Dr. Jim Capps met in executive session to discuss the renewal of employment of the Superintendent’s Staff for the 2006-2007 school year, which includes Bettie Estes-Rickner, Mike Fry, Glen Kastner, Jason Simeroth, Sue Kuntze, Dr. Ann Millerborg, Dr. Melani Mouse, and Steve Myers pursuant to 25 O.S. §307 (B)(1).

No action was taken.
