BOARD OF EDUCATION REGULAR MEETING
Monday, Dec. 5, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, December 5, 2005 at 6:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, December 2, 2005 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Sue Sullivan, president; Melinda Johnson, vice president; Julie Jenison, Jerry Cramer, and Gail LoPresto, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – SUE KUNTZE.

Sue Kuntze, Assistant Superintendent of Elementary Education, led in an inspirational message, moment of silence, and Pledge of Allegiance.

ITEM #2 – PRESENTATION OF GOLDEN APPLE AWARDS – RANDY BAKER.

Randy Baker, chairperson for the Golden Apple Awards Committee, along with Board President Sue Sullivan, and Putnam City Foundation members Priscilla Cude, Jeff Kysar, Debi Mahoney, Ken Wiggington, Jr., and Director Caroline Gist presented the Fall, 2005 Golden Apple Awards. Receiving the awards were Betty Mise, teacher at Putnam City North; Neil Hill, teacher at Putnam City West; Ellen McNeill, media assistant at Coronado Heights Elementary; D. J. and Bruce Jackson, volunteers at Hilldale Elementary; and Stan Stafford, interschool mail delivery. Each recipient was presented an engraved Brass Apple and a check for $200.00. Contributions were provided by the Putnam City Public Schools Foundation.

ITEM #3 – PRESENTATION ON FINAL API AND AYP DATA – SUE KUNTZE, ASSISTANT SUPERINTENDENT OF ELEMENTARY EDUCATION, AND DR. MELANI MOUSE, ASSISTANT SUPERINTENDENT OF SECONDARY EDUCATION.

Sue Kuntze presented API (Academic Performance Index) and AYP (Adequate Yearly Progress) updates to the Board. Final accountability data for the four target performance areas are: Reading – 768, Math – 790, Percentage Tested – 95%, and Attendance – 91.2%. Additional indicator for high schools only is the graduation rate – 68.8%.

· All elementary, middle, and high schools made the target performance goals in both academic testing areas for all subgroups.

· All elementary, middle, and high schools made the target performance goals in percent of students tested and attendance for all subgroups.

· The district made AYP in all areas for all subgroups.

· Apollo and the district will remain in year 1 status of school improvement this year and will both be removed from the list next year.

ITEM #4 – PUBLIC PARTICIPATION.

There was no public participation.

ITEM #5 – CONSENT AGENDA: ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS. THE CONSENT CONSISTS OF THE DISCUSSION, CONSIDERATION, AND APPROVAL OF THE FOLLOWING ITEMS:

ITEM #6 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PURCHASE ORDER NUMBERS 612519705 AND 613667130 FOR TRIANGLE A & E.

Jerry Cramer made a motion to approve purchase order numbers 612519705 and 613667130 for Triangle A & E. Melinda Johnson seconded the motion. Vote: LoPresto, abstain; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE FISCAL YEAR 2006-2007 PRELIMINARY ESTIMATE OF NEEDS.

Julie Jenison made a motion to approve the Fiscal Year 2006-2007 Preliminary Estimate of Needs. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 2 FOR HEFNER CLASSROOM CONSTRUCTION PROJECT FOR $39,630.00.

Melinda Johnson made a motion to approve Change Order Number 2 for the Hefner classroom construction project for $39,630.00. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The 2003 Bond allowed for the construction of additional classrooms and parking. The front drive at Hefner Middle School is in extreme disrepair. This change order will provide materials and labor to repair the front drive at Hefner Middle School.

ITEM # 10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 3 FOR THE PUTNAM CITY CENTER AUXILARY SERVICES PROJECT FOR $2,070.00.

Melinda Johnson made a motion to approve Change Order Number 3 for the Putnam City Center auxiliary services project for $2,070.00. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, abstain; Jenison, aye; Sullivan, aye.

In the construction process, the requirement for additional technology and electrical service has arisen.

ITEM #11 – SUPERINTENDENT’S REPORT.

· Putnam City West received a $1,000 grant from WalMart, which they will use to buy materials for the new Reading Improvement Class.

· Putnam City High School has students in three All-State Choirs this year. Christina Sazama, Tyler Newcomb & John McCall are in the All-OMEA Mixed choir; Nanette Sylvan is in the All-OCDA Women’s Choir, and Christina Sazama is one of 26 chosen, out of approximately 550 who auditioned, for the All-State Jazz Choir.

· At Rollingwood Elementary, Ms. Worley’s 5th grade class all entered the poster contest for Oklahoma Heritage Week. Mason McDown won 1st place for Oklahoma County. He received a proclamation from Governor Henry and a $75.00 check from former Governor George Nigh and First Lady Kim Henry.

Dr. Capps asked Dr. Melani Mouse to give a report on 9th Grade Successful Transitions Class and the Freshman Academy.

Dr. Mouse told the board that 9th Grade Successful Transitions Class and the Freshman Academy are for students who need extra help. The goal of successful transitions is to first prevent failure, second to correct failure, and then to enhance success and help students continue on the right path. First quarter GPA’s in Math and English for 9th grade students improved from the same group as 8th graders from 1.52 to 2.23. Total GPA for 9th grade students improved from 1.85 to 2.22.

Dr. Mouse reported that this is the second year for our Freshman Academy at Putnam City High School and the first year at Putnam City West. Comparing last year’s Putnam City students as 8th graders to the same group this year first quarter as 9th graders, student GPA’s increased from 1.53 to 1.9 at Putnam City High School, and declined at Putnam City West from 1.9 to 1.48.

ITEM #12 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto thanked Dr. Mouse and Sue Kuntze for their reports. She congratulated the Golden Apple recipients. She said she enjoyed the principals’ brunch. Mrs. LoPresto thanked Cathy Post and Kathy Taylor for their work with the CareShare program.

Jerry Cramer congratulated recipients of the Golden Apple awards. He congratulated the entire district for the report that the Putnam City district made AYP.

Melinda Johnson wished everyone a merry Christmas.

Julie Jenison said she enjoyed the principals’ brunch. She thanked the elementary and secondary offices for providing a list of holiday events in schools. She said she enjoyed programs at Lake Park Elementary School and Ralph Downs Elementary School, and looked forward to attending many more events. She wished a blessed and merry Christmas to all.

Sue Sullivan congratulated the Golden Apple award recipients. She was very pleased that Putnam City has improved student achievement in the latest state report. She wished everyone a merry Christmas.

ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSION OF THE REEMPLOYMENT OF THE SUPERINTENDENT BEGINNING WITH THE 2006-2007 SCHOOL YEAR PURSUANT TO 25 O.S. § 307(B)(1).

Julie Jenison made a motion at 6:00 p.m. to enter into executive session for the purpose of discussion of the reemployment of the Superintendent beginning with the 2006-2007 school year pursuant to 25 O.S. § 307(B)(1). Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #14 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

Julie Jenison made a motion at 6:15 p.m. to return to open session and to request the Board Clerk to record the minutes of the executive session. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

MINUTES OF THE EXECUTIVE SESSION: Board President Sue Sullivan, Vice President Melinda Johnson, Julie Jenison, Gail LoPresto, and Jerry Cramer; Dr. Ann Millerborg, Associate Superintendent; and Laura Holmes, Center for Education Law, met in executive session for the purpose of discussion of the reemployment of the Superintendent beginning with the 2006-2007 school year pursuant to 25 O.S. § 307 (B)(1).

No action was taken.

ITEM #15 – CONSIDERATION OF AND VOTE ON REEMPLOYMENT OF THE SUPERINTENDENT FOR THE 2006-2007 SCHOOL YEAR.

Gail LoPresto made a motion to approve the reemployment of the Superintendent for the 2006-2007 school year. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #16 - CONSIDERATION OF AND VOTE ON NEW BUSINESS.
