BOARD OF EDUCATION REGULAR MEETING
Monday, March 7, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, March 7, 2005 at 6:00 p.m. in the board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 4, 2005 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Melinda Johnson, president; Julie Jenison, vice-president; Sue Sullivan and Gail LoPresto, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others. Jerry Cramer was absent.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – NONA BURLING, PRINCIPAL AT RALPH DOWNS ELEMENTARY.

Nona Burling, Principal at Ralph Downs Elementary, led in the Pledge of Allegiance, inspirational message, and moment of silence.

ITEM #2 – PUBLIC PARTICIPATION

There was no public participation.

ITEM #3 – CONSENT AGENDA. ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS:

Julie Jenison made a motion to approve the consent agenda as presented. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

a. Minutes for regular board meeting February 21, 2005.

b. Financial report and bimonthly bills for purchase order numbers 200506265 to 200506633 inclusive for time period February 16 – March 1, 2005 for the 2004-2005 school year.

c. School Activity Fund Transfer List including Hefner Middle School, Putnam City High School, Putnam City North, and Putnam City West.

d. School Activity Fund-raisers including Apollo Elementary, Book Fair ($300.00); Downs Elementary, Book Fair ($1,500.00); Northridge Elementary, Pictures: group and individual ($1,800.00), Book Fair ($800.00); Will Rogers Elementary, BookFair ($1,000.00); Mayfield Middle School, sell donuts ($1,000.00), sell temporary tattoos ($900.00), and sell candy ($500.00).

e. Declaration of Obsolete and/or Surplus Items.

f. Appeals for Deviation from Activity Absence rules.

g. Overnight travel requests as submitted under separate cover.

1. Central Middle School vocal music students to Six Flags Over Texas in Dallas, Texas May 14, 2005.

2. Putnam City High School baseball team to attend the Red River Shootout Meet in Wichita Falls, Texas March 12, 2005.

3. Putnam City North girls’ soccer team to attend regional soccer tournament in Springfield, Missouri April 8 – 9, 2005.

4. Putnam City North Key Club students to the Texas-Oklahoma District Convention in Waco, Texas March 31 – April 3, 2004.

5. Putnam City High School student editor to Winston-Salem, North Carolina, March 30 – April 2, 2005.

6. Putnam City High School student editor to Seattle, Washington April 7 – 10, 2005.

i. Retirements and resignations as listed on Attachment A.

ITEM #4 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

Gail LoPresto made a motion to approve employment of new personnel. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #5 – consideration of and vote on motion to approve payment of purchase order number 200506534 ($152.93) for triangle A & E.

ITEM #6 – CONSIDERATION OF AND VOTE TO APPROVE A JOINT PROGRAM AGREEMENT WITH FRANCIS TUTTLE TECHNOLOGY CENTER TO PROVIDE A DESIGN AND CONSTRUCTION ACADEMY.

Gail LoPresto made a motion to approve a Joint Program Agreement with Francis Tuttle Technology Center to provide a Design and Construction Academy. Julie Jenison seconded the motion. Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #7 – SUPERINTENDENT’S REPORT.

Two Overholser students received top honors for art work submitted in the Oklahoma City Philharmonic’s Sound Images contest. This contest emphasizes the interpretation of music into visual art. Their work will be displayed at the Civic Center, and their families will receive season tickets to the 2005-06 Philharmonic Discovery Family series.

Putnam City North senior, Laci Scott, was named Miss Oklahoma USA, and she will compete in the Miss USA pageant in the Spring.

Putnam City West’s orchestra made all superiors in performance and sight-reading at the State Orchestra Contest. They are now in the running for Sweepstakes.

Putnam City North has earned 5th place in the Oklahoma High School Mock Trial Competition. The competition takes place in a courtroom setting with judges and attorneys evaluating their performance. This program is sponsored by the Oklahoma Bar Association Young Lawyers Division and the Oklahoma Bar Foundation.

Putnam City North counselor, Rhonda Malahy, has been named a community hero by the American Red Cross of Central Oklahoma. Rhonda was honored with five other central Oklahoma residents for making a difference in the lives of others.

Putnam City High School student, Kyle Guethle, won the regional drafting/CAD competition. He took 1st place in the high school division of the Architectural competition.

The Oklahoma Foundation of Excellence announced that four district students are recipients of the prestigious 2005 Academic All-State Awards. They are Daniela mello de Almeida from Putnam City High School, Alisa Ballard and Zi Ying Zhang from Putnam City North, and Sarah Swinney from Putnam City West.

Nicholas Largent, 4th grader at Coronado, was awarded first place for a short story he wrote. He was recognized by Lincoln National Bank.

The Hefner 8th grade Quiz Bowl Teams took top honors at the Regional Tournament. Team One took 2nd place and Team Two won 1st. Both teams have now qualified to compete in the State Tournament at the University of Oklahoma in April.

Putnam City girls’ and boys’ basketball teams are playing in a tournament this week. Dr. Capps wished them good luck.

A special board work session is set for 4:15 p.m. Tuesday, March 22, 2005 to discuss the possibility of changing to a paperless board agenda.

ITEM #8 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto wished all district basketball teams good luck in the state championship games. She also congratulated teachers and students, as well as orchestra students for putting on Putnam City West’s "very good" production of My Fair Lady. She said it was great to attend the annual Teacher of the Year Reception.

Melinda Johnson thanked Barbara Gabel for T-shirts given to the board to mark Youth Arts Month. She congratulated Putnam City North students and teachers on their production of Grease, saying it played to packed houses both nights. She enjoyed the annual Teacher of the Year Reception.

Julie Jenison said she enjoyed bumping into several school principals at the Phoenix airport after they had attended the conference on Urban Education and Students At-Risk. She enjoyed attending the Teacher of the Year Reception.

Sue Sullivan noted that 1980 Putnam City North graduate Elizabeth Garrett, a law professor at the University of Southern California, has been appointed as a member of President Bush’s tax reform panel. She reminded the audience that there would be no mid-March board meeting.

She also announced board committees for the coming year. Serving on the Human Resources Committee will be Julie Jenison and Sue Sullivan. On the Finance Committee will be Gail LoPresto and Jerry Cramer. On the Building Committee will be Melinda Johnson and Julie Jenison. On the Technology Committee will be Gail LoPresto and Jerry Cramer, and on the Curriculum Committee will be Melinda Johnson and Sue Sullivan.

ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING RENEWAL OF EMPLOYMENT FOR CERTIFIED ADMINISTRATORS AS LISTED ON ATTACHMENT B FOR THE 2005-2006 SCHOOLYEAR PURSUANT TO 25 O.S. §307 (B)(1).

Julie Jenison made a motion at 6:30 p.m. to enter into executive session for the purpose of discussing the renewal of employment for certified administrators as listed on Attachment B for the 2005-2006 school year pursuant to 25 O.S. §307 (B)(1). Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

Julie Jenison made a motion at 7:08 p.m. to return to open meeting and to request the Board Clerk to record the minutes of the executive session. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

MINUTES OF THE EXECUTIVE SESSION: Board President Sue Sullivan, Vice President Melinda Johnson, and members Julie Jenison and Gail LoPresto; Superintendent Dr. Jim Capps, Administrators Dr. Ann Millerborg, Dr. Melani Mouse, and Sue Kuntze; and Linda Meoli, Center for Education Law attorney, met in executive session for the purpose of discussing the renewal of employment for certified administrators as listed on Attachment B for the 2005-2006 school year pursuant to 25 O.S. §307 (B)(1).

No action was taken.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE RENEWAL OF EMPLOYMENT FOR CERTIFIED ADMINISTRATORS AS LISTED ON ATTACHMENT B FOR THE 2005-2006 SCHOOL YEAR.

Gail LoPresto made a motion to approve renewal of employment for certified administrators as listed on attachment B for the 2005-2006 school year. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION FOR NEW BUSINESS.

There was no new business.

BOARD OF EDUCATION SPECIAL MEETING
Tuesday, March 22, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in special session Tuesday, March 22, 2005 at 4:15 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Monday, March 21, 2005 at 4:15 p.m. in accordance with 25 O.S. §311.

ITEM #1 - Call to order and recording of members present and absent.

The meeting was called to order by President Sue Sullivan. Members recorded present were Vice President, Melinda Johnson, Julie Jenison, Gail LoPresto, and Jerry Cramer, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk; and others.

item # 2 – CONDUCT A WORK SESSION TO DISCUSS BOARD MEMBERS’ VOICEMAIL AND MESSAGES.

Board members have been set up with Putnam City District extensions, voice mail and messages. This process was designed to help patrons, teachers, and administrators reach board members in a timely manner. Sam Chavez answered questions board members had about the system, and told them of the plans to improve it.

ITEM #3 – CONDUCT A WORK SESSION TO DISCUSS THE POSSIBILITY OF AN ELECTRONIC BOARD AGENDA.

Bettie Estes-Rickner, Director of Information Technology Services, and Don Craft, Technology Services Supervisor, gave a presentation explaining how electronic board agendas would be helpful to board members, administrators, and those who prepare the agenda as well as save time and money.

The agenda would be prepared electronically and sent via email to board members. Board members would be able to save the agenda to a Tablet PC (which will be provided to them by the district). They can review the agenda, make notations and highlight important information. They would bring the Tablet PC to the board meetings instead of a hard copy agenda.

Board members were given a brief demonstration and hands on practice on the Tablet PC.
