BOARD OF EDUCATION REGULAR MEETING
Monday, Jan. 10, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, January 10, 2005 at 6:00 p.m. in the board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, January 7, 2005 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Melinda Johnson, president; Julie Jenison, vice-president; Sue Sullivan, Gail LoPresto, and Jerry Cramer, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – JASON SIMEROTH, DIRECTOR OF STUDENT ACHIEVEMENT AND ASSESSMENT.

Jason Simeroth, Director of Student Achievement and Assessment, gave an inspirational message, led in a moment of silence and the Pledge of Allegiance.

ITEM #2 – PUBLIC PARTICIPATION.

There was no public participation.

ITEM #3 – CONSENT AGENDA. ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS:

Dr. Capps asked the board to add overnight travel requests for Katsumi Hagiwara and David Krivy to the consent. Due to the snow days missed, overnight travel requests were not received in time to be added to the agenda.

Dr. Millerborg also requested that Sheila Mitchell be removed from the resignation list.

Gail LoPresto made a motion to approve the consent agenda with corrections: additional overnight travel requests for Katsumi Hagiwara and David Krivy; and remove Sheila Mitchell from the resignation list. 4. Putnam City North Varsity Cheer and Junior Varsity Cheer Squad to the Championships of America’s National Cheer Championship in San Antonio, Texas, February 11 – 14, 2005.

ITEM #4– CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

Sue Sullivan made a motion to approve employment of new personnel as listed on Attachment A. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

ITEM #5 – consideration of and vote on motion for approval of purchase order numbers 200505007 and 200505008 for Triangle A & E.

Julie Jenison made a motion to approve purchase order numbers 200505007 and 200505008 for Triangle A & E. Sue Sullivan seconded the motion. Vote: LoPresto, abstain; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

ITEM #6 – CONSIDERATION OF AND VOTE TO APPROVE TERMINATION OF EARNEST SLAUGHTER FOR WILLFUL NEGLECT OF DUTY.

Sue Sullivan made a motion to approve termination of Earnest Slaughter for willful neglect of duty. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

ITEM #7 – CONSIDERATION OF AND VOTE ON changes in board policy cc, purchasing.

Gail LoPresto made a motion to approve changes in Board Policy CC, Purchasing. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

ITEM #8 – consideration of and vote on changes in board policy cF, travel and expense reimbursement.

Sue Sullivan made a motion to approve changes in Board Policy CF, Travel and Expense Reimbursement. Gail Lopresto seconded the motion. Jerry Cramer wanted to make an additional change in Policy CF: second page, second paragraph, remove and, if approved, submit it for board approval as part of the Consent Agenda. After some discussion, Mr. Cramer asked Mrs. Sullivan if she would amend her motion to add this change. Mrs. Sullivan declined; therefore the motion stood as originally stated. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

Mr. Cramer made a motion to make the change in Policy CF on the second page, second paragraph to remove and, if approved, submit it for board approval as part of the Consent Agenda. There was no second; therefore the motion died.

ITEM #9 – CONSIDERATION OF AND VOTE ON CHANGES IN BOARD POLICY EE, ADMISSION, RESIDENCY, PLACEMENT, TRANSFER, AND WITHDRAWAL.

Julie Jenison made a motion to approve changes in Board Policy EE, Admission, Residency, Placement, Transfer, and Withdrawal. Sue Sullivan seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

ITEM #10 – superintendent’s report.

· Dustin Shedrick, student at PC Academy, has been honored with the 2004 Weyerhaeuser Excellence in Recycling Award for an essay he wrote. The award brings $1,000 to the Academy for expansion of its recycling program. Dustin will receive his award from the governor during a ceremony at the State Capitol on January 27th.

· Also, the Putnam City Academy has been nominated for the 2005 Oklahoma Medal for Excellence in Alternative Education.

· The Hefner Knowledge Master team received 2nd place in the state of Oklahoma and ranked in the top 30% nationally.

· West’s Academic Team placed first at the OKLOCA Conference Championship. Sarah Swinney qualified for Team Oklahoma, which means she will be one of six students to represent the state of Oklahoma at the Panasonic National Academic Challenge at Disneyworld.

· Putnam City Schools was written up in the December issue of Education In Hand about our handheld computer program at West and Mayfield. The article describes our technology focused program called Personal Access = Learning Success (PALS), which was funded by federal grants totaling more than $1 million over four years.

ITEM #11 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto congratulated Putnam City High School for beating John Marshall High School in the basketball tournament Saturday which was hosted by Putnam City West High School.

Jerry Cramer commented on the basketball tournament at Putnam City West and congratulated Dr. Everett and others for a good job hosting the tournament.

Julie Jenison said it was good to have representatives of the Putnam City North High School leadership class at the Board Meeting.

Sue Sullivan welcomed staff back to schools.

Melinda Johnson congratulated district students who won AP Scholar recognition.

John Lunn, Principal of Lake Park Elementary, gave an inspirational message, led in a moment of silence and the Pledge of Allegiance.

ITEM #2 – RECOGNITION OF NATIONAL BOARD CERTIFIED TEACHERS.

Dr. Capps introduced nine Putnam City teachers who recently earned National Board Certification. Teachers honored were Linda Cates, Northridge Elementary School; Jennie Croslin, Putnam City West High School; Charlotte Fieker, Lake Park Elementary School; Michelle Frank, Western Oaks Middle School; Jan Hulsey, Putnam City North High School; Michael Kraus, Western Oaks Middle School; Valerie Libby, Putnam City North High School; Donna McMullen, Lake Park Elementary School; and Connie Quisenberry, Coronado Heights Elementary School.

National Board Certification is a voluntary process established by the National Board of Professional Teaching Standards. It is achieved through a rigorous performance-based assessment that takes between one and three years to complete. Counting the newly certified teachers, 49 Putnam City teachers have earned National Board Certification.

2004-05 CALENDAR REVISION 1/24/05

ITEM #7 – CONSIDERATION OF AND VOTE ON APPROVAL OF MAP’S FOR KIDS REQUEST FOR THE REPLACEMENT OF THE iMAC COMPUTERS AND SOFTWARE. ($999,910.00)

Julie Jenison made a motion to approve MAP’S for Kids request for the replacement of the iMac computers and software for $999,910.00. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Sullivan, aye; Johnson, aye.

If the request is approved by the MAP’S Trust, new sets of 30 computers would go in each elementary school. The new machines would have a 512MB of RAM, 80GB hard drives, and CD-RW drives.

ITEM #8 – CONSIDERATION OF AND VOTE ON APPROVAL FOR THE PURCHASE OF NETWORK SWITCHES FOR DISTRICT ELEMENTARY SCHOOLS. ($366,564.20, Bond Fund 37-190)

ITEM #14 – superintendent’s report.

· Dr. Capps thanked Gail LoPresto for serving our district for another five years as a board member.

· Three PC High students were among the 13 winners of Oklahoma’s Year of Languages Calendar Contest. The art work entries of Beth Veatch, Mary Collins and Luke Walker were judged by a panel of world language and AP art instructors. Their entries were among 547 submitted from schools throughout Oklahoma.

· The Academic Team from West won the Area Championship for Class A. The team is one of the top four in the state and will go to State competition in February.

· Daralyn Loveless, marketing education teacher at West, has been named National Marketing Education Teacher of the Year by the Marketing Education Association and the Association of Career and Technical Educators.

· Catherine Carnline, Special Education teacher, will be receiving the prestigious Eva Robinson Award at the State CEC Conference on February 6th.

· Putnam City has three students who have been selected as candidates for the United States Presidential Scholars Program. These students are Alisa Ballard and Amanda Brunt of North and Jonathan Sharp from West. This program was established to recognize and honor some of our nation’s most distinguished graduating seniors. These scholars are chosen on the basis of their accomplishments in academic & artistic success, leadership and involvement in school & community.

ITEM #15 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto thanked the district technology committee for their work in guiding technology improvements in the district. She also congratulated the teachers and students involved in the Putnam City West Theatre Dance Showcase for a good job.

Jerry Cramer noted that district students benefit when teachers earn National Board Certification.

Julie Jenison congratulated Gail LoPresto on earning another term on the board. She also congratulated the Putnam City North 9th grade team and other district basketball teams for winning area basketball tournaments.

Sue Sullivan congratulated the teachers who earned National Board Certification. She said it was good to hear about accomplishments of district students and staff.

Melinda Johnson thanked PTA’s for their work in putting on winter dances. She also reminded board members of the board work session following the February 7th board meeting.
